The Perception of Impunity Erodes Trust and Weakens Social Bonds
Clinical Psychologist Özgenur Taşkın explains how the perception of impunity leads to social distrust, emotional distress, and a rise in violence. Building empathy, transparency, and justice through individual and leadership efforts can help restore societal cohesion.

When Injustice Becomes Normalized, Communities Begin to Fracture
Experts are warning that the widespread perception of impunity—when crimes go unpunished or are seen as being tolerated—creates a deep sense of injustice in society. According to Clinical Psychologist Özgenur Taşkın of Üsküdar University NPİSTANBUL Hospital, this perception triggers a cascade of negative emotions including helplessness, anger, distrust, and hopelessness. Over time, it damages the fabric of social trust and reduces solidarity among individuals.
“When people start believing that justice will not be served, they may stop reacting to violence altogether,” says Taşkın. “Worse, it can embolden those inclined toward violent behavior, making them believe they will face no consequences.”
When Accountability Disappears, So Does Empathy
In a society where punishment is perceived as absent or arbitrary, Taşkın says people begin to emotionally detach from violent events. The result? A society increasingly desensitized to aggression and injustice. “This emotional disconnection weakens empathy and allows violence to be seen as normal,” she adds.
The long-term effects can be alarming. “People grow suspicious of each other, and the sense of community erodes. Trust—one of the cornerstones of social cohesion—vanishes,” explains Taşkın.
Healthy Expression of Emotions Builds Resilience
Taşkın emphasizes the importance of acknowledging and expressing difficult emotions instead of suppressing them. “It’s healthier to accept feelings like anger, fear, or hopelessness than to bottle them up,” she explains. “Talking to a trusted person or a therapist can help individuals process those emotions in a constructive way.”
She encourages people to explore emotional expression through activities such as writing, sports, art, or volunteer work. “Engaging in community-focused efforts, such as volunteering for human or animal rights organizations, empowers individuals and channels emotions into positive change,” she notes.
Leadership Must Foster Justice and Transparency
The perception of impunity, according to Taşkın, can also be countered through strong leadership. “Leaders who are transparent, empathetic, and uphold the rule of law can reinforce public trust,” she says.
When addressing incidents that stir public outrage, leaders must acknowledge communal emotions and offer reassurance. “Empathetic messaging and clear accountability can restore people’s belief in justice,” she adds.
Public figures can go further by initiating awareness campaigns and educational efforts that highlight the value of justice, empathy, and solidarity. “These efforts help instill strong moral values in younger generations and strengthen the community’s overall resilience,” Taşkın concludes.
A Shared Responsibility for Restoring Trust
Changing the perception of impunity is not just the responsibility of legal systems—it is a societal duty. Taşkın urges individuals, educators, and leaders to work collectively toward rebuilding trust. “Restoring a sense of justice and unity is essential for people to feel safe and supported,” she says.
